BEC: What was the sentiment around the grand
opening?
DS: The opening of the CHARS campus represented
a major achievement—the culmination of years
of planning, discussion, development, design,
construction, and a major investment in resources,
time, and hard work. This event represented a joint
celebration for federal government organizations,
